Camera cannot save photos, it’s located in an area with bad cell coverage or the data plan has expired. Format the SD card on the camera and re-send the test photo. Reminder: formatting the SD card will erase all photos. Make sure the camera has an active data plan. Server will connect with the camera in 1-24 hours.
